Sub: withdrawals by individuals from banks

When new notes are not available in number to individuals, and banks and ATMs are not fully operative, where from individuals would deposit new notes in their saving accounts. Especially pensioners should be allowed to withdraw required cash from their account balance, and full pension receipts.
