Corruption - solutions

Author has listed few essential points to curb corruption. Good ones.
However, it seems to me that more detailed discussion on this issue is missing in this and all articles, reports on this subject.
To clarify, why such noble suggestions are NOT implemented needs to be discussed. And how it can be implemented with full or marginal success needs to be discussed. This is not done.
Everyone knows ideal path.
So, let us wait for such article which navigates us to that standpost.
In my view, one line short of solution is simple : Follow Singapore MOdel developed by Lee Kuan Yew. Pay handsomely to officers and politicians and expect best performance. On failure to perform as per standards, let there be heavy penalty.
Simple.
Yes. More details can be given in each area. But, this is single point solution to the problem.
