The article is well researched and timely.It exposes a total lack of any semblance of a well thought out strategy and vision for human resource management at all levels. This is appalling, to say the least.I am not commenting on Secy level changes, the same having already been faulted by more competent people like former Cab.secy and Home secy, amongst others. What I find most perverse and unacceptable is the policy of batch wise promotion in stead of the conventional, rationale and time tested practice of promotions against existing and anticipated vacancies in a particular year. This is not only outrageous ,as rightly pointed out, but highly illegal too.
There is a crying need for some modicum of sanity at the top policy making levels in particular in the field of human resource management, so critical for any organisation to achieve its stated goal. I only hope, some one challenges this bizarre policy before an appropriate judicial forum for quashing the same.
That the CBEC is without a regular chairman for more than two months now for totally incomprehensible reasons, is another example of what goes on at the highest level of this govt. which came to power on the promise of good governance. Will the new secretary (revenue) do something about it or it is something beyond him. One has to wait and watch.
