States' Demand For Their Exclusive 'Single Control' over 'Small Business' – An Analysis

States to handle GST assessees upto Rs 150 lakhs

I fully agree with Mr Majumdar. It would be totally unworkable and dangerous idea to leave the smaller assessees to the mercy of the States and this would drastically affect the services players. Moreover, the State Government machinery and the Central Government machinery are expected to be check on each other. Allowing the States to handle even the CGST law could also lead to large scale corruption, if our understanding of the manner in which the VAT law is implemented, is any indication.

There is another danger, vis-a-vis this proposal. The present central excise + service departments which would constitute the CGST department would be left with little work, if the smaller assessees are to be handled by the SGST department. Thus, there could be an uneven balance, in so far as the work load is concerned. Left with little work, the CGST department could train its guns on the larger assessees and this could affect Industry, as a whole.

The Centre should refuse to agree to this idea. The Industry would also be well advised to protest this proposition.
